The Harmonization Directorate for Financial Management and Control

The Central Harmonization Unit for Financial Management and Control is responsible and reports to the Minister of Finance for:

a) Preparation of laws, guidelines, methodologies in the field of financial management and control in public sector institutions;

b) Preparation, distribution and updating of strategies and methodological guidelines for financial management and control in accordance with internationally accepted standards on internal control, the applicable regulations and good practices in the European Union;

c) Organization of awareness seminars and training in continuity in the area of financial management and managerial control and accountability in public sector institutions;

d) Coordinate the establishment and development of the public internal financial control in public sector institutions;

e) Central Harmonization Unit provides systematic monitoring of financial management and control in public sector entities in order to collect information to improve the methodology and standards of work.

f) The Central Harmonization Unit for Financial Management and Control (FMC) helps the Principal Authorizing Officer and Minister of Finance to monitor the FMC systems and preparing the annual report on the status of financial management and control in the public sector.

g) The Central Harmonization Unit for Financial Management and Control cooperates with the Central Harmonization Unit for Internal Audit during the preparation of the annual report of Public Internal Financial Control (PIFC).

h) Responsible for updating the public accounting methodology with contemporary developments and follow the process of implementation of government strategy for the implementation of public accounting standards.
